Has your better half become the bitter half of your life? Are you a tortured husband, falsely booked into a dowry case or under domestic violence act and there is no one to pay heed to your side of the story?

In the recent years, such incidents have taken a steep rise in numbers, in every social society all over India, where Himachal Pradesh is not an exception. Many cases have been reported in different parts of Himachal also, where women have misused the dowry law, which is actually meant for their protection. But it’s an irony that the law takes into cognizance, prima facie, violence against women only, as they have got the tag of being the weaker section of the society. But what about men?

Man Cell or Patni Atyaachar Virodhi Morcha (PAVM) is an organisation working for the cause of harassed husbands. Man Cell, which was established in 1982  by R P Chugh, a Supreme Court advocate and president of Man Cell, has branches at many places all over the country. He himself has been a victim of women since his childhood and campaigns against the anti dowry legislations, specially section 498-A of IPC and the Domestic Violence Act, as he feels that these laws are biased and violate basic human right of equality before law. Man Cell believes that there is no use of making new laws as existing laws are sufficient. He feels, there is a need to amend such existing laws as they only speak of the harassment of women and not of men.

According to Chugh, Man Cell receives an average of ten calls on daily basis from across the country, where the harassed husbands can be heard literally crying and struggling with mental agony. Man Cell’s main motive is to bring to the notice of the government that how women are misusing Section 498-A of the IPC and Domestic Violence Act and how the husbands and their relatives are being implicated and blackmailed in false cases, in India, by their mischievous wives and daughter-in-laws.

Our society is conditioned to believe that a husband can never be harassed by his wife. People still find it uncomfortable to accept that a woman can harass a man. Chugh explains that the list of his clients includes officers from IAS, IPS, judiciary, businessmen and people from corporate sectors, who feel embarrassed because of their social status, as to what the people would say if they come to know that they are being harassed by their wives. Chugh says that there are several organisations working for women but there is hardly any working for men.

Chugh further adds that there are many cases where the wives are sufferers, so the Man Cell only fights genuine cases and first of all it tries to bring both parties together and sort out the problems amicably. There are women, who most of the times file cases under somebody’s influence or are misled by their parents. So every step is taken to convince them to get back on the track and compromise, as going to overburdened courts could be futile. It is not only the couple who suffer, but parents and children too have to suffer along, he adds.

 On 26/10/2008 worldwide PROTEST/2nd Barsi of D.V. Act is being organized by the tortured husbands and their relatives, tortured, black-mailed, looted and falsely implicated in false Domestic Violence Act & anti-dowry cases all over India & abroad by their unscrupulous wives, daughters-in-laws and their greedy relatives for ulterior motives.

 So Called WOMEN LAWS are entirely biased, discriminatory, stringent, unconstitutional and unprecedented in the legal history of our country. As observed the WOMEN LAWS are verdict before trial, laws of legal extortion, tools of legal  blackmailing & violative of basic human rights.

Domestic Violence Act & so called woman law’s rampant misuse is admitted by responsible Judicial & Police Officials dealing with such matters & Women, recently when they found the law grossly misused & consuming the innocents. 

 Victims rotting/lying in jails, facing trials in courts and being tortured in their homes, in the country & throughout the world will protest against the use of heinous criminal laws in never-ending marital discords by wearing               BLACK-BANDS.

NRI victims from USA, Canada, UK, Australia, Japan, Norway, Germany, UAE, Russia, New Zealand will also join the protest by observing fast on 26.10.08 and wear black band or tie on arms while going to courts and offices.

Worldwide Prayer-Innocent tortured husbands and their relatives will pray to almighty god that the daughters in law of so called leaders of the country, senior police, administrative and judicial officers, may file false dowry complaints against them, and they should live in constant fear and be put behind the bars with their innocent, ailing aged parents, married, unmarried daughters and their hard earned money be looted in the name of STRIDHAN and nobody should listen to them like us till the law is amended.

                        Most wanted a law for tortured husbands like animals. !!!

About one crore women ( MIL’ s & SIL’ s )  tortured, Harassed, black mailed, arrested in false dowry cases, facing false Criminal trials under Dowry/Women Laws, through out the country & the world, will protest against the use of henious criminal laws in matrimonial discords by observing a worldwide protest on International Womens Day - March - 8, 2008.

ANTI DOWRY LAWS enacted for providing protection to innocent victim girls who are really harassed, tortured and killed for dowry, in majority of the cases the law is being used for ulterior   motives to grab the hard earned money and property of the husbands and in-laws. Lacs of women i.e.the mothers in law, sisters in law, have been consumed by the Dowry Laws & lacs had been    arrested and have been facing criminal cases through out the country since the amendment of IPC and Indian Evidence Act. And lacs have escaped themselves by paying lacs and crores of  rupees  & properties to the estranged wives Aided, abetted, & protected by the Law, police & the Courts.

DOWRY laws are entirely biased, discriminatory, stringent, unconstitutional,  unprecedented in the legal history of the world. Dowry laws, as we observed, can be said to be the Laws of legal extortion, tools of blackmailing, weapon of harassment, most unfair, anti women, anti social, discriminatory violative of basic human rights. Which needs immediate / rethinking,/ review  in social interest.

 Amended provisions of the  Evidence Act are ill conceived and has deviated from the evidence act in all   civilized societies. MERE ASSERTION of a women or her relative that a woman was subjected to cruelty or harassment, has for-reaching assumption because the guilt of the women named is presumed. It is painful that such a henious crime is presumed . It is a known fact that the stringent Dowry Laws have failed to stop the gruesome deaths occurring almost every day. I am of the opinion as observed while dealing with lacs of cases, in last 40 yrs. that committing    suicides and burning each other is a direct consequence of defective MATRIMONIAL LAWS which do not provide any solution for un-workable marriages.                            

  Most responsible persons from the Police and Judiciary have also admitted that laws are being used for ulterior motives. A women head of the women police station in her statement to a Delhi daily newspaper has given a very courageous statement that  99% such complaints of women are false. An astonishing data published in a Times of India publication that 90% women prisoners in Bihar Jails are locked in dowry cases. Recently a leading delhi daily Rashtriya Sahara has disclosed that 86.6 % women in Delhi jail are found in false dowry cases.

  MAHILA RAKSHA SAMITI demands to the Minister-Women Development,NCW,NHRC & all concerned to :
1. REVIEW DOWRY LAWS on the analogy of an historical case -
M.V.Acharya & others. Vs. State of Maharashtra of the SC in civil appeal 2797-98 of 92,                

2. Release all women prisoners/under-trials of 498A/406/304 B dowry cases from Indian Jails as the guilt & the law is based on persumption / to presume all the wo-men gulty, is most unfair, unjustified, a verdict before trial & is violative of basic Human Rights.

3. Stop DOWRY cases pending in Indian courts & Stop registration of fresh cases to save the institution of marriage.

 We appeal National Commissions for Women's rights & Human rights, Ministry for Welfare of Women & Children, Union Law Minister & the Hon'ble Supreme Court of India to REVIEW ANTI-DOWRY/WOMEN LAWS in public interest without further delay and in the mean time release all the women jailed in false dowry cases and stop proceedings in pending cases of 498-A, 406 and 304-B in courts throught out the country and stop registration of fresh cases.

New Delhi: Are you tortured by your wife? Falsely accused in a dowry case and the women’s cell and police don’t pay heed to your side of the story? To worsen the matter, is a "Mahila Mukti Morcha Sanstha" after your life for something you’ve not done? Man-Cell is the answer to all your dilemmas.

Man-Cell or Patni Atyaachar Virodhi Morcha (PAVP) is an organisation that’s working just for men. It aims at getting justice for men who are falsely implicated in dowry cases or are mistreated by their wives.

When approached, Mr R.P. Chugh, a Supreme Court advocate and the president of Man-Cell, said, "It’s good that a woman wants to enquire about Man-Cell. I sincerely hope that this concern reaches the government too. I want a law to be initiated for the protection of men’s rights. There are several organisations working for women rights, but there are hardly any for men. It’s high time that society stops looking at men as monsters."

Mr Chugh added, "Many women in India are misusing the dowry law, which is actually meant for their protection. Dowry is the most effective tool for women to exploit their in-laws. There are genuine dowry cases too, but what if a person is falsely implicated? From the time an FIR is lodged, the male’s family suffers embarrassment from all sides. They are at the receiving end of the law and are looked down upon by their neighbours too. The woman gains sympathy, whereas the man is seen as an anti-social element."

On what basis does he consider a case of a harassed husband? Mr Chugh replies, "I only take up genuine cases. Even the judges are aware that I fight for truth and that’s all that matters to me."

He maintains, "Men, especially non-resident Indians, are scared to tie the knot. Many NRIs are dragged to Indian court by their wives, who after a brief stay abroad, file case of harassment for dowry and neglect against them. There are cases where the husbands committed suicide fearing an arrest in a false dowry case."

Chugh further adds, "There are laws that deal with cruelty against animals, but nobody is bothered about men. I’m fighting for this cause at my own cost. I’m conjointly working with a team of lawyers to protect the rights of married men."

He recalls a recent case. "A woman fought with her husband because he gave Rs 10 to his sister on Rakshabandhan. They had a heated argument, following which the wife set herself on fire. The man got burnt himself while trying to save her. The wife succumbed to injuries. The irony he was sent to jail later."

Chugh blames the law for creating a rift between the sexes. "Law should not intervene in a marriage. Matrimonial discord is bound to continue when two people live together. Both the parties can’t hold similar opinions on every topic," he says.

Chugh, however, also believes that approaching the court is not the only option. "Law cannot be seen as an immediate relief. Same holds true for the women cell. These cells are not meant to terrorise people. When a family is dragged into court, it’s not just two people anymore who are up against each other. Many lives are affected. This is why, Man-Cell is not pro-divorce. We invite couples to sort out their differences. If the female files a false case under pressure, we try to reconcile the parties."

Chugh seeks better response and participation from men’s side. "Whenever we hold a dharna, not many men support us. May be they are ashamed or embarrassed to fight in the open. Lawmakers won’t address the issue till men themselves gather the courage to stand up for their rights."
